Just like the past years, the provincial government of South Cotabato will once again welcome the New Year with a countdown event happening at the Provincial Capitol on New Year's eve, December 31, 2012. Check out the Countdown to 2013 poster below.

South Cotabato Governor Arthur Y. Pingoy, Jr. MD. will be leading the Countdown to 2013  together with other provincial officials and for this year, with one of the country's promising singers Bryan Termulo who will be also performing and will serenade the audience.  Bryan Termulo is the runner up of GMA 7's Pinoy Pop Superstar Year 3, and the singer behind "Dadalhin" and "Bihag" theme songs of ABS-CBN's hit tv series Walang Hanggan  and 100 Days to Heaven. 

Aside from the fireworks display, guests and visitors will also witness performances from South Cotabato's local talents like the South Cotabato Performing Arts Ensemble, stand-up comedians, South Cotabato Choral, the South Cotabato Family Rondalla and many more.

By virtue of Proclamation 525 signed by Executive Secretary Paquito Ochoa, Jr. on December 13, 2012 Malacanang declared January 10 which falls on a Thursday as a special non-working day. National Commission on Muslim Filipinos endorses Thy Womb

The office of the National Commission on Muslim Filipinos in General Santos City through its Provincial Director Atty. Guialil R. Kanda urged the Muslim communities in the region to support and watch the movie THY WOMB which stars Nora Aunor as a Badjao midwife in Tawi-Tawi.

In his letter of endorsement, Atty. Kanda saw Thy Womb as being "a good vehicle in communicating interfaith and ecumenical spirit of respect and understanding for other people's  beliefs ". Read below the full letter of endorsement.

In the pageant night of the search for Lakambini ng Koronadal 2013 held January 5, 2013 at the South Cotabato Gymnasium and Cultural Center, sixteen (16) years old Kaye Krizette Ocampo bested other nine (9)  lovely and young Koronadaleñas who competed in this year's search and was crowned Lakambini ng Koronadal 2013

Kaye Krizette is now the new Ambassador of Goodwill for the City of Koronadal and will represent the more or less 170,000 Koronadaleños in the search for Mutya ng South Cotabato 2013 this July.

Casiño: DSWD wasting money on Anti-Epal campaign Says money should be used to help typhoon victims

Bayan Muna Partylist Representative and senatoriable Teddy Casiño today questioned the Department of Social Welfare and Development’s (DSWD) plan to spend P10.5 million for an ‘anti-epal’ campaign. 

On December 31, 2012, local newspapers published a DSWD invitation to bid for "Hiring of Service provider for the Newspaper Publications, and the Production and Airing of TV and radio Commercials for the 'Bawal ang EPAL dito campaign' of the Pantawid Pamilya Pilipino Program (4Ps)."


“The DSWD’s mission is to 'develop, implement and coordinate social protection and poverty reduction solutions for and with the poor, vulnerable and disadvantaged.' Nowhere in its functions can we find anything about it spearheading an 'Anti-Epal Campaign.' Are they now taking over the functions of the COMELEC, NAMFREL and PPCRV?" said the solon. 

"The DSWD wants to use people’s money for something not within its mandate or expertise," he said. "Further, given the wide definition of what epal is, the funds can be used for partisan political activity against the critics of the 4Ps and the Aquino administration." 

"I fear this will just be a waste of money. We will be better off spending the huge amount for the victims of typhoons Pablo and Quinta,” said Casiño.

TRI-PEOPLE MONUMENT in Surallah, South Cotabato

The Surallah Cultural Landmark also called the Tri-People Monument is the province's newest attraction. An artwork by acclaimed Mindanao sculpture Kublai Ponce Millan, the landmark was unveiled last March 15, 2011. It gives tribute to the tri-people living in the area - the T'bolis, Muslims and the Christian settlers. It also highlights Surallah's local produce.

At the center of  this landmark is a towering 60-feet high 2-string indigenous T'boli musical instrument called Hegalong surrounded by huge elongated leaves of endemic bulb plant called Bohung. Around the Bohung are two giant drums called T'nonggong, gigantic sculpted human figures of T'bolis, Muslims and Christians playing musical instruments, dancing and smiling while others holding local produce - grains, vegetables, fish and fruits.

The New Year calls for a celebration as Dole Philippines, Inc. (Dolefil) turns 50 this 2013. Series of activities and programs for both its employees and its community are lined up throughout the year to celebrate this historic milestone.

As a kick-off, Dolefil had simultaneous fireworks display last January 1, 2013 at its operations in Calumpang, General Santos, Surallah, and Polomolok, South Cotabato. On January 13-19, a surgical mission will be held at Howard Hubbard Memorial Hospital in partnership with the Philippine Medical Society of Florida, Mahintana Foundation, Inc., and Mt. Matutum Healthcare Foundation Inc.


There are not many companies that survive 50 years. Dolefil's VP and Managing Director, Mr. Simon Denye says Dolefil's turning 50 is an "impressive achievement". "We are lucky that our costumers still love pineapple. With Itochu backing us with their financial support and growth opportunities in countries such as China, we can look forward to another 50 years", Denye added.

Dolefil was established in 1963 as one of the largest integrated pineapple plantation, cannery, and packaging complex in the world. On January 13-19, 2013, another outreach activity of Dolefil (Dole Philippines, Inc.) - the Surgical Mission 2013 will be held at the Howard Hubbard Memorial Hospital. The surgical mission is in partnership with the Philippine Medical Society of Florida, Mahintana Foundation, Inc., and Mt. Matutum Healthcare Foundation Inc. and is just one of  the lined up activities of Dolefil as it celebrates 50 years this 2013.

Surgeons, nurses and medical staff  from PMSF coming all the way from the United States will take part in this endeavor joining local doctors and nurses. The Surgical Mission 2013 targets to serve more than 100 indigents in Region 12 who have problems on cleft palate, goiter, and other minor cases needing surgical operations. 

"I feel fantastic for the beneficiaries, but my thanks really goes to the surgeons who give their time for free and even fly all the way from Florida to help these children and their families; and to the hospital nurses who prep the patients.", Dolefil's VP and Managing Director Mr. Simon Denye said. "Their expertise is highly commendable and makes he Surgical Mission a wonderful story of changing people's lives", he explained.

The T'nalak cloth made particularly by the T'boli women of South Cotabato has really gone a long way.

Have you watch the first episode of GMA-7's newest epic-serye "INDIO" aired last night January 14, 2013? If yes, then you probably noticed Jomari Yllana's upper clothing at the latter part of the episode. He's wearing a T'nalak!

The people of South Cotabato has taken pride of T'nalak which is made from abaca fibers and hand-woven by the T'boli women of South Cotabato. It has become South Cotabato's cultural emblem as it reflects of the province's varying cultures, beliefs, dialects and art woven together.

The strong white abaca fibers in a T'nalak cloth are said to represent the honest intentions of the South Cotabateños, the reddish-brown strands for bravery, love and commitment, and the black strands represent the struggles of the early settlers who developed among themselves a strong character and perseverance.

SOCOTECO-1: Up to 5-Hour brownouts scheduled on January 19- 20

Up to 5-hour power interruptions were scheduled in some areas of Koronadal City, Tampakan, South Cotabato and the town of Lutayan in Sultan Kudarat this weekend - January 19-20, 2013. 

On its Facebook account, the South Cotabato Electric Cooperative -1 (SOCOTECO-1) said that power interruptions will take place between 9:30 am - 2:30 pm on Saturday and 12:30 pm - 5:30 pm on Sunday. The scheduled power interruption is due to erection of pole near Kings College, pay-out of 336.4 conductor barewire and installation of suspension insulator of dead-end strain clamp for 69 kV line¬ and final tensioning of 336.4 conductor barewire & installation of Armor Rod & Vibration Dumper at Bo. 6, Koronadal City.

Philhealth, DOH and DSWD Empowers RN Heals and Midwives for UHC

In line with the continuing implementation of the Universal Health Care Program (UHC), eligible and newly-hired 319 nurses and 98 midwives have gone through a series of orientation and training conducted lately by the Department of Health 12, Philhealth 12 and the Department of Social Welfare and Development 12.

Philhealth taught them about the purpose of having Primary Care Benefits with free consultation, laboratory services and medicines for asthma, gastroenteritis, UTI and URTI; the relevance of new case rates; the Millennium Development Goal benefits: maternity care, newborn care, TB-DOTS, malaria and HIV-AIDS packages including animal bite treatment, leptospirosis and Z benefits that covers breast and prostate cancer treatment, children’s leukemia and renal failure requiring kidney transplant at a No Balance Billing Policy especially for sponsored groups in support to the UHC. 

DSWD explained them about identifying poorest of the poor as top priority for free social services and the DOH for their specific roles and functions as members of the community health team in delivering the health care services to the people. 

This is to standardize the implementation, monitoring and evaluation of the entire program, create network among them and strengthen their capabilities as health workers in the community. 

“Being one of the overseers in implementing this project, I will strictly monitor their output. They were specifically hired for the country’s constitutional mandate to make essential goods and social services available to all especially the poor… and they know that,” South Cotabato Provincial Health Team Leader, Dr. Louella Estember said. 

The Local Government Unit where they will be assigned shall exercise administrative and technical supervision over them and may provide additional monetary or non-monetary incentives like training opportunities, allowances for training, transportation, communication, meals and modest board and lodging whenever necessary. 

They are also assured with safety and security by the LGU on top of Philhealth and GSIS Group Personal Accident Insurance coverage provided by the DOH. 

In return, said midwives and nurses must abide with their respective professional Code of Ethics, RHU Rules and Regulations and the Code of Discipline and Rules and Regulations prescribed by the project. 

They must also conform and complete the learning and development plan prepared by the project, communicate with their immediate supervisors issues and concerns relative to their assignments and submit report as required. (Hanah G. Naanep)

PhilHealth XII Regional Vice-President, Ramon F. Aristoza Jr. explained that “the IPC is intended to guide and encourage IPMs to sustain active participation in the National Health Insurance Program (NHIP) and guarantee entitlement to PhilHealth benefits thereby providing continuous financial risk protection in health care costs within a specified validity period.

Upon signing of IPC, an IPM shall be required to pay  a minimum initial premium contribution according to the number of years contracted which is: Php450.00 or 25% of the annual premium for 1 year validity, Php900.00 or 50% of the annual premium for 2 years validity and Php1,800.00 or 1 year full payment for 3 years validity.
Rosito Barroso, married with 3 dependents and a resident of Purok Ramos, Sta. Cruz, City of Koronadal is among the 286 IPMs who were issued IPC at the regional office from January 14-15, 2013. His contract has a 3-year validity (January 1, 2013-December 31, 2015).

Full payment of premium contributions upon contract signing shall be locked in to the current rate which is Php1,800.00 per year. For those who opt to pay only the initial minimum premium requirement, succeeding payments may be paid on a monthly, quarterly, semi-annual or annual mode.  

Payments shall be applied prospectively and deadline shall be on the last working day of the month prior to the applicable period being paid.

Grace period shall be allowed for delayed remittance and may vary according to selected mode of payment.

A 3% interest charge for payment made after the grace period or a succeeding late remittance within a 12-month fiscal year IPC validity shall be applied. However, it will be allowed only once within a 12-month period.

The initial premium contribution and Policy Validity Period with succeeding payment schedule are indicated in the IPC. An enhanced Member Data Record (MDR) showing the same details will also be issued to the member.

To avail of benefits, the IPC shall serve as one of the primary documents for IPMs and their qualified dependents to submit.

RVP Aristoza said that IPMs who are issued IPC shall be entitled to avail of benefits based on the 3/6 minimum premium requirement for all type of illnesses, except for Case Type Z illnesses which requires 1 year advance full payment of premium contribution.

Further, he added that “a member is also assured of no disruption of benefits entitlement.” In case of default or missed payment, a member shall be allowed to pay his/her overdue premium plus the applicable interest charges within 60 days from date of discharge.

Filing of claims for those with premium arrears paid shall be made directly to the nearest PhilHealth Office. “PhilHealth frontliners will assist the IPM on the procedures for direct filing”, assured RVP Aristoza.

In case of death of member, the dependents may continue to avail of NHIP benefits for the period already paid in advance. (amorsequito, proxii)

Casiño: Palace turning a blind eye to US Navy, cause of Tubbataha damage

"What is a minesweeper doing there in the first place?" was the question posed by partylist Rep. Teddy Casiño on Monday as reports revealed the US Navy's uncooperative actions towards the Tubbataha Reef park rangers. 

The senatorial candidate said he did not understand why, based on reports by Tubbataha Protected Area Management Board head Angelique Songco, the USS Guardian's ship commander would "deploy personnel into battle position," forcing park rangers to back off when the latter merely attempted to survey the damage and offer help. 

"Amid the incident happening in Philippine waters, causing irreparable damage to a world heritage site, Philippine authorities were deemed useless and in the dark. News reports said the military has yet to receive a 'request of assistance' 24 hours since the incident. Why should we wait for a request when we should be the ones on top of the issue? The Tubbataha Park Board had to file a formal protest with the US government to gain access to the USS Guardian," the progressive solon pointed out, noting Malacañang's wait-and-see attitude and deputy presidential spokesperson Abigail Valte's statement “There’s no problem with us if our help is needed." 

"Hindi ba teritoryo natin yan? Kailangan pa natin magpaalam sa US o antayin ang directive nila kung papayagan nila tayong tumulong habang tuloy ang pag-gasgas ng USS guardian sa Tubbataha Reef," said Casiño. Local officials have also commented that the Philippine government should take charge of the operations to ensure the reef's safety as opposed to the US Navy's concern for its ship. 

The Bayan Muna representative expressed dismay at the dismissive response of the Aquino administration to the still worsening ecological destruction brought about by the US Navy minesweeper. "The Tubbataha reef atolls are invaluable to the health and productivity of the entire marine ecosystem in the Sulu Sea and will directly affect the lives of the fisherfolk and nearby communities," he explained. 

Casiño also questioned the US Navy's excuse about erroneous map data misplacing the Tubbataha Reef by eight nautical miles, while wondering about the possibility of the US minesweeper's presence in the area as preparation for offshore exploration activities. 

He stressed that regardless of whether the unsanctioned activity is economic or military in nature, the presence of US warships is an affront to the country’s national sovereignty and patrimony. "This is why we have long been calling for the abrogation of the Visiting Forces Agreement. Biruin mo, US forces are free to enter our territory, use our ports for free and when these affronts happen they cite the VFA like it's a basis for their de facto immunity or at least their refusal to cooperate with other government agencies," said Casiño, alluding to the Subic Bay toxic waste incident and other instances involving the PH-US military exercises. 

 "The Aquino administration should support the abrogation of the VFA to ensure the integrity of our marine ecosystems, protect our fisheries and to effectively make erring US entities accountable," said Casiño.

Casiño is the author of House Joint Resolution 7, "A joint resolution terminating the RP-US Visiting Forces Agreement" and House Resolution 1242, "A resolution strongly opposing the return of U.S. troops and military facilities in Clark or Subic or any part of the country under the pretext of the Visiting Forces Agreement in affirmation of the Filipino People's historic rejection of the RP-US Military Bases Agreement in 1991."
